Sometimes your boss or management will purposefully delay a decision to keep you where you are at because that's where they need you the most. If you start to see they are not fulfilling promises or they are constantly changing the terms of your promotion, then it might be time to go to a place that will value you and give you opportunities to grow.

Follow up and above all, if denied, ask what you need to do more of or differently for the desired outcome.
