I agree and you should also consider what other software products are in use by other departments. Often time emergency management software also does workflow management very well. For example, is your jurisdiction’s permitting software due for an upgrade? Could an emergency management software solve their problem? This helps save money and build system proficiency.

If being in security you want to take “everything” then budget will also be a constraint. It’s always better to plan for a block of 4-5 FY and then seek your budget. Do First things First and carry on till closure of all aspects.

Something to consider when choosing a budget friendly software is, what systems are our peers using? You can save a lot of headache and time and money trialing by utilizing the tried and true hardware. An added benefit is that you may be able to share information, communicate, and tie in easier with neighboring agency’s if you share the same system. As a police officer, my experience has shown me that when local municipalities share the same dispatch and CAD technology, it allows for a much more safe and streamlined interdepartmental communication and sharing of resources.

Agree with the statement and take the time to engage with organizations or jurisdictions that are listed as references. Don't just ask them if they like it and how it benefits them, have them walk you through how they use it, the support in place, and "if you were to purchase the software again, what would you do differently in selecting your system or engaging with the company." Learn what functionality is truly "in development" vs being tried, tested and proven. A lot of technology groups work to future you on where they are going instead of where they are today. Always go back to your initial goals with the system and ensure you have not gotten too excited by a specific feature rather than why "you" need this system.
I completely agree with this statement. You should always make an informed decision, conduct your research, determine if other agencies in your region are using the same and/or similar software. Next, determine its accessibility, reliability, and connectivity with other systems we use on a daily basis, IE: CAD, records management system, etc. Then determine if this proposed software is feasible in the long run, will it give you everything you need and then what you want. Will it be relevant 3 years from now? 5 years from now? 15 years from now?
Always put all proposed things on test- even in the areas and conditions where it might not be used also. If something has to work in temperature ranging -10 to +40 degree ensure the same is tested under ranges -15 to +50 degrees. Same goes for weight and pressure.
Goes back to my previous answer... With the correct training comes a lot of testing which will outline the parameters of the chosen software. You can also analyze the data and amend the software as needed
In supporting the last piece in Cody's comment, training, training, training will be a major factor. What training is offered and how is it delivered to onboard your organization and for ongoing support. Is the vendor a group with EM and BCP subject matter experience or truly a technology company. Either is OK, but important to be aware so your expectations for the type of support are realistic. Finally, you will get out of your software only as much as you put in. Be committed. It will be a lot of work to configure the system to properly support your organization, yet the front-end investment of time is critical. Also, find a way to integrate it as part of your daily operations at some level. The value will be there if used effectively.
Evaluation which is discussed is important, but the real value comes in change management and integrating the new software to support end users once implemented. It is advisable to include some end users in evaluation to make them apart of this change from end to end. They will become your advocates of the benefits to this change. Additionally, much like other activities with Emergency Management and Business Continuity software should support activities and make a lean group more efficient, but is dependent on the information extracted from end users and their proficiency using the software. Training is key to truly benefit and show a value add.
Negotiate! Some companies are willing to add or remove features to their products in an effort to accommodate onboarding your agency as a client. Furthermore, some companies are willing to negotiate pricing if you've already gotten a quote with their nearest competitors. Ultimately, what is important is that the basic needs of the agency are being met and that the users can learn to operate the software without much trouble.
In agreement with Cody on this one as well, ground staff/end users will give you the best feedback as they will be the ones fully engaged with the software on a day to day basis
There are options out there that will allow you to cost share with other like organizations. This is the best option to get the best value. The hard part is organization between jurisdictions. There may also be options available through the state emergency management organization. The state of Texas has a fusion server that is available to jurisdictions within the state for example.
