To formulate a aim and outline a set of research tasks, you need to become a qualified specialist in the chosen problem. Study recent articles in high quality scientific journals. Try to find good literature reviews on the chosen problem. Identify a more general, relevant problem that your research will address. Clearly define the target audience. Try to formulate the null hypothesis of the study. Developing a clear research protocol will also help you to formulate a research aim and the tasks to be carried out to achieve it. I think this would be a good first step to create a research team.

De igual manera, podrás crear espacios para que cada persona o equipo socialice los resultados que se van arrojando en cada momento clave para que los demás desde su experiencia o sus hallazgos puedan aportar o brindar nuevas perspectivas.

The choice of tools, such as programs or technologies/scripts (including those to be developed), will exclusively depend on the type of data you are dealing with, the desired output of the analysis process, and the team's expertise. In some cases, a single tool may be sufficient to obtain the desired information, but it's possible that it could be too robust, and the team may not have the expertise to handle it, or vice versa. It may be better to use a tool for different stages of the process and for each team member to enable parallel work.
