The key here is to share the brand collateral with all the freelancers. Communicate the essence of the brand, have a conversation with each person and describe where they concepts came from and what the intended impact is. I find that if you think someone understands the concepts of the brand by just reading a brief, then you will find that there might be a different version of the brand for as many people working on the project. Budget may not be factor all the time...people are always a factor.
