Goal setting is important. But along with that a fish bone analysis for discerning the steps to achieve the goal is necessary. Split the steps into small action plans and distribute each action plans to small groups. Each of these group will own the result and will have to keep a note of the actions taken to achieve that.Regularly have a meet to discuss the improvement achieved and collectively discuss the roadblocks and ways to clear the blocks. Each of these steps should be measurable and the progress should be highlighted in graph or table during each of these meet. Lastly the continuity of the gain should be monitored to do mid course correction.

Along these lines, using key performance indicators and within a balanced scorecard framework (if applicable) would help to achieve the desired results. Regular meetings for monitoring the progress and monitor the implementation of the planned course of action with each stakeholder responsible for each target. Work with the team members to solve problems. Document the the 5 Ws and the H for each meeting: Who, Where, When, What, Why and How.

When teams are joined through a shared vision they believe in, breaking down the steps, designing goals to achieve that vision, and even decision making throughout execution will become much simpler.

It is always preferable you to use images ( such as chart, graphs, diagrams) to communicate your goals and show team progress instead of bullet points or text format. Also it is better to be concise, 5 bullets on each page and around 6 words per bullet.

I agree, but if you find goals or initiatives are changing frequently that may be worth inspecting. Lots of drivers can weaken a strategy - lack of reliable evidence, absent focus, gaps in market alignment - and frequent shifts in direction can begin to negatively affect your ability to generate material results for the business. Find a healthy balance between strong strategic vision and flexible execution.
