Digital transformation is not only about tech but also about business model. If there is no business model change, then it is not a digital transformation. When there were complaints about paper filings at Ministry of corporate affairs in Govt. of India, then govt constituted a group comprised both of tech and domain experts to transform the ministry as a whole. They came up with paperless, digital filing with DSCs. Rolling out was not easy. But it transformed the way business was conducted in India.
