I would say transparency is the most important part of rejecting an offer. At the end of the day, the hiring manager knows that everyone must make the right decision for them, the only time you give way to friction or conflict is if you have purposefully misled the team into thinking you're all in, when you're not. Give them the opportunity to fight for you, and if it doesn't work out, they should come to the party with a level of understanding (and if they don't then maybe you dodged a bullet - you don't want to work with people who aren't understanding and compassionate)

Remind the hiring manager that you're turning down, that there's a human behind the rejection. It can really sting to have your job offer turned down but if you're honest with the Hiring Manager and remind them that you simply have to make the best decision for yourself (provided you've acted with integrity up until that point) you will remind the person you're turning down that you're a human who is making the best decision for you, forcing them to put themselves in your shoes and imagine that they too might have had to make the same decisions at some point in their career. This can really soften the blow and maybe even strengthen the connection for the future.
