The best way to create an innovative culture, IMHO, is to celebrate failures. The Civil Engineering industry is very risk averse, as a project failure often results in large material or human life losses. However, this does not mean that we should avoid experimenting and risk-taking along the way. In the teams I worked on, we organized TIps-and-Tricks sessions in which team members shared how they resolved a problem in a creative way. While they may have failed, the session allowed everyone else to avoid or solve the same problem.
