The foundation of community resilience is in people. By most measures, communities across the US fall short in resilience. People don’t know what to do. They often aren’t looking out for each other. We don’t have a culture of preparedness. Many would be surprised that a nation with high community resilience is Cuba. Training and education begins in grade school. Exercises are conducted regularly at the community level involving citizens. Despite challenges of poverty and lack of resources across much of the country, they have a strong culture of preparedness, and this is demonstrated every time the island nation is struck by disaster. The UN and others have cited Cuba’s best practices in resilience for years.

The emergency management system has long promoted disaster preparedness as something requiring community residents to acquire disaster kits. Not only has this strategy failed to address public preparedness, but there’s absolutely zero evidence that having an emergency kit saves lives or improves outcomes. Furthermore the most vulnerable populations, which frequently suffer the worst outcomes, not only cannot afford to build a kit, but are more susceptible to social determinants such as food insecurity, disability, and other factors which affect their ability to cope before a disaster.Building resilience for those communities and others will require a community approach, pooling resources and planning as a neighborhood not individually.
