I believe all the steps mentioned are crucial for a solid Social Media strategy. I would only add one thing, which is the integration between the brand content with the company strategy. You Social channels must follow the company goals and evolution. I use to see a lot of Social Media channels talking about something but the speech is totally different from the company on press. The Social Media leader must be aware and following the companies steps and keep the things connected. One single brand voice, but adapted to each channel according to their style.
