1 Data collection and analysis

Technology can help to gather and process large amounts of data from different sources, such as satellites, sensors, drones, mobile phones, and social media, and integrate them into a common platform that can be accessed and updated by multiple stakeholders. For example, the FloodTags platform uses artificial intelligence to analyze data from Twitter and other online sources to provide real-time insights on flood events, impacts, and needs.

Any strategy of Flood Management Planning involves many stakeholders each has identified roles and responsibilities. First role starts of technical experts who develop structural and non-structural measures for flood control. Non-structural measures are adopted as supplementary measures for flood risk management. Flood forecasting & early warning system is an emergent tool adopted as decision support. To develop forecasting modules, there are requirement like Rainfall, Water level/Discharge, Satellite imageries (HRSI), LULC, Soil moisture, Bathymetric/ Topographical Survey etc. There is use of latest technology like AI, Machine learning, IoT to develop decision support system. Then its effective dissemination to concerned becomes important.

2 Risk assessment and mapping

Another important step in flood contingency planning is to assess and map the risk of flooding in different areas, taking into account the probability, severity, and consequences of flood events. Technology can help to create dynamic and interactive risk maps that can visualize different scenarios, such as the effects of climate change, land use changes, or mitigation measures, and communicate them to different audiences, such as planners, policy makers, and communities. For example, the Flood Risk Explorer tool developed by the World Bank uses geospatial data and hydrological models to generate risk maps that can support flood risk management and investment decisions.

Now a day with the help of high resolution satellite imageries, 0.30m and even higher available resolution, it become easy to precisely map the flood plain area assessment. With the climate change effects, extreme events like cloud bursting, irregular rainfall pattern, high intensity rainfall in short duration are becoming more common. Taking in account climate change effects, models may be developed for different extreme events and emergent action plan are framed with extreme scenarios. Now with the innovation of latest technology of AI &ML, IOT etc. Risk Assessment Areas for different scenarios are developed and dynamically attached to the decision support system and accordingly disseminate for risk reduction disaster.

3 Early warning and alert systems

A crucial component of flood contingency planning is to establish and maintain effective early warning and alert systems that can provide timely and accurate information on the onset and evolution of flood events, and trigger appropriate actions by different actors, such as authorities, responders, and residents. Technology can help to improve the reliability, speed, and reach of early warning and alert systems, using various channels and devices, such as radio, television, internet, mobile phones, sirens, and loudspeakers. For example, the Flash Flood Guidance System developed by the World Meteorological Organization uses satellite and radar data to provide guidance on the potential for flash floods in different regions.

I would like to share my experience about IMD satellite and radar rainfall forecasted map. Event is of monsoon period of year 2020. One WhatsApp group was built to give alert messages to field engineers of WRD, Bihar about rainfalls forecast in Nepal part of different tributary's catchment of Ganga basin in Bihar. Everyday I access the 3-days IMD forecast data, analyze, and give alert messages of heavy rainfall areas . One day , GFS map of IMD show heavy rainfalls prediction for next three days. I analyzed map of IMD with Skymet, ECMWF and JAXA too. I concluded that there will be heavy rainfalls and may cause flash flood. So, I made an alert message on WhatsApp group . Next day, flash flood passed but it was safe due to advance warning.

Technology can help to coordinate and monitor these activities, enhancing the situational awareness, communication, and collaboration of different teams and agencies. Technology can also help to provide essential services and support to the affected populations, such as water, sanitation, health, education, and livelihoods. For example, the Humanitarian Data Exchange platform managed by the United Nations Office for the Coordination of Humanitarian Affairs provides a common platform for sharing and accessing data on humanitarian crises, including floods.
