I hold both the certifications mentioned. The Cloud+ is good as a starting point to familiarize yourself with cloud concepts but isn't sufficient to state that it will teach the fundamentals of securing the cloud. The CCSP is great for a broad understanding of cloud security. Depending on your role it may also be necessary to study or certify on vendor specific security tools for the cloud (AWS, GCP). That said, securing the cloud does require different tools. But the security concepts are mostly universal and many security certifications have been updated to address the cloud. So study security. You will also need to delve into the governance side. Most if not all cloud services use a shared responsibility model, read the audit reports.

This should be Cloud Security Monitoring. Network monitoring typically looks at availability. Also the cloud produces a variety of dataset/logs/information that is not network related but is security relevant. Your cloud enviroment is still a system of systems. Use the data you can collect at each level to detect potential incidents.

The fifth skill you need to secure cloud networks is a familiarity with cloud network compliance and governance. This includes knowing the legal and regulatory requirements and standards that apply to your cloud network, such as GDPR, HIPAA, PCI DSS, or NIST. This is security compliance and not network compliance. I would state certification wise the targets for governance should be: CISSP-ISSMP, CISM, CISA, CRISC, CCISO, CGRC. Please also realize that not all compliance is the same. Most of what is listed is security compliance. But GDPR for example is privacy. That needs to be addressed separately and then pass the requirements to security.
