What are the most promising ways to improve emergency planning in urban areas?

Identifying vulnerabilities is like giving your community a shield, ensuring emergencies face a fortified defense. It's not just analysis; it's proactive protection, making cities resilient and ready for any challenge.

As someone who lives in Istanbul, one of the most populous cities in the world, I can say that Risk Assessment is the first issue to be taken into consideration to ensure the most fundamental right of humanity, the right to life. Aside from possible new dangers arising from overcrowding, cities and indirectly life should be protected against natural disasters that have been encountered many times in history due to geographical conditions.

Post-Emergency Assessment and Learning: Conduct thorough post-emergency assessments to identify strengths and areas for improvement in the response. Use the lessons learned to continually update and enhance emergency plans. Public-Private Partnerships: Foster collaboration between public and private sectors to leverage resources, technology, and expertise in emergency planning and response. Encourage businesses to develop continuity plans to minimize disruption during emergencies.

Risk assessment is a crucial step in emergency planning, but it is fundamental to all planning. Two levels of analysis and management response are needed to emergency management depending if risks are local or external. Local risks are generally known and best managed locally. External risks are unlikely, unknown and unpredictable. A tsunami is not easily predicted or within the capacity of local communities to manage. In coastal regions it should not be dismissed. Emergency management requires community’s to have dual strategies: one for known local risk. The second for external unknown or unpredictable events. Emergency management requires adaptive governance arrangements and responses to both known local and external risk events.

In most developing countries, stake holder engagements are always difficult hence neglected and/or not conducted the way they are supposed to. Cities/spaces which are now growing more vulnerable are often found with multitudes of issues such as governance, population dynamics, resourse misallocation and will. Irony that most vulnerable of cities now are under severe threat due to growing economic disparity, climate challenges, poor planning and lack of sense that cities will evolve and change as our systems.

Stakeholder engagement must inform not only the emergency plan framework but also action. Citizen/ neighbourhood leaders and private sector are key to timely action. In metropolitan cities where emergency services can get delayed and local governments' resources are constrained, it's vital to involve people and private sector within neighborhoods to initiate action.

Definitely, improving emergency planning in urban areas is vital for community safety. Drawing from my own urban architecture and planning experience of two decades, the key strategies include comprehensive risk assessment, community engagement for diverse input, and multi-agency collaboration. Enhance infrastructure resilience through upgrades and smart technologies, and develop efficient evacuation plans. Conduct regular training drills, integrate technology for early warnings, and launch public education campaigns. Implement flexible zoning regulations, continuously analyze and learn from events, and update plans accordingly. These measures collectively fortify urban resilience, ensuring a prompt and effective response to emergencies.

All parties understand Stakeholder Engagement is important however in reality few projects truly engage all stakeholders. Reality is that community consultation is neglected, alternatively when community is consulted, it is on council planning processes that are archaic and outdated. In my experience this is because of a mismatch in the past between the council employments and the corresponding qualifications being unfulfilled. To start with councils need to question and overhaul a few outdated processes and find modern day solutions to modern day problems.

Stake holder engagement and participation ensure efficiency and effectiveness in emergency planning. The system which is informed about the potential risks and has a structured plan of action with identified responsibilities and stakes withstand and fight back an emergency. This creates resilient communities and systems.

Communication is one of the most essential ingredients to conveying risk and offering guidance and solutions. In an emergency scenario those impacted by the emergency or disaster do not have a lot of time, and are often dealing with triage situations and so it’s important that the message is concise and directive. Communication needs to be clear, accessible to all levels of education, concise and responsive to community culture and sensibility. I find it’s really important to cut right to the chase when communicating an issue or an urgent resource and I have seen a lot of success leveraging influential Community Voices to deliver messages such as faith and local Buisness leaders from the community.

Having set an excellent emergency plan for action, if it is not communicated to the responders and stakeholders, it is a waste of time and other resources. There should be dissemination of information to people, agencies, etc. The plan of action shall be tested and refined with inputs from all walks of the society including vulnerable sections of society such as aged, children,women, ethnic groups, etc and their requirements shall be reflected in the plans. The people, emergency managers and stake holders agencies should be educated and updated about such plans.

Timely dissemination of correct, complete and accurate information of disaster to the community is the first step required to be taken by the authorities. Incomplete and inaccurate information lead to chaos and confusion among the citizens. For example, most of the stampedes happened in the past occurred only because of some rumours circulated by some unscrupulous elements in the crowd and the crowd without verification, start running around to save own life rather than understanding the truth and protecting themselves as well as others in the crowd. Effective communication with all citizens participating in any public event is desirable.

VR/AR are at the forefront, offering realistic and interactive environments for training first responders and decision-makers in a wide range of emergency scenarios. From experience in Australia the use of realistic simulation software enables urban planners and emergency teams to model and prepare for various disaster scenarios, analyzing potential impacts and response strategies.

In my experience, Smart Infrastructures, such as sensor networks and real-time monitoring systems, enables rapid data collection before, during and after emergencies. This innovation could be very helpful for urban planners to respond promptly to evolving situations, optimizing resource allocation and rescue efforts. The Geographic Information System (GIS) technology is one of these systems that planners can rely on to support in mapping and analyzing spatial data, facilitating effective emergency response planning.

Break-through technologies can greatly promote innovation. Yet some of the best solutions are those which are simple and ancient. Historic or vernacular architecture/urban design from bygone eras can offer inspiring examples of how to bring back tried-and-true solutions which have worked well for centuries but may have been forgotten in recent times. As an added benefit, these solutions are often passive or low-tech, reducing complexity and operational costs. The key is to creativity apply the lessons of these historic precedents in new ways to address contemporary drivers.

Investing in resilient infrastructure and green solutions can enhance emergency planning in urban areas. Retrofitting buildings and critical facilities, strengthening bridges and transportation infrastructure, and implementing green infrastructure for flood mitigation are some strategies that contribute to improving resilience. By integrating these solutions into urban planning, cities can reduce vulnerabilities, enhance emergency preparedness, and create more sustainable and resilient communities capable of withstanding natural disasters and emergencies.

Utilizing big data and predictive analytics can vastly improve forecasting and risk assessment capabilities. By analyzing historical data and current trends, urban planners and emergency responders can predict potential emergency scenarios more accurately and prepare more effectively. These strategies, being used in New Zealand and Australia offer a robust blueprint for urban emergency planning, emphasizing preparedness, community involvement, and technological integration.

We need to shift focus from absolute protection to resilience. The idea that cities and communities have the calibre to absorb and bounce back from natural and manmade shocks and be able to sustain vital functions is the cornerstone of resilient emergency planning. Of course, one must recognise the interdependencies of the network on infrastructures that keep a city running during emergency times. Special focus must be put on weak links in these interdependencies in order to evolve into a sustainable and resilient urban city.

In this process, participants can be informed, trained, and engaged in the planning process and there can be regular workshops, meetings, and group activities to prepare the stakeholders and raise awareness.

Emergency planning is non-linear, and planners need to jump back and forth on these "steps" as they respond to new situations and information. A strong particpatory framework, one that allows feedback to be meaningfully considered and integrated into planning, is key to ensuring that all stakeholders remain nimble throughout the emergency planning process. Communities are often the first responders and can therefore pump up information up the fastest. Strong working relationships between technical experts and local experts (communities) can quickly turn plans into action. Yes, we want planning to be responsive but sometimes responding quickly and appropriately to unknown-unknowns can be equally important.

I agree, any system or plan need to be tested to show how it will work when needed and also getting feedback from all related stakeholders will finaly improve the emergency plan.

Resilience is not about preventing change, rather about harnessing its power and adapting. The question is not how do we avoid change, rather who do we want to be on the other side. Think of aging. We all know it is coming. Few are truly prepared and able to adapt to the different phases of their life. Is your home, your neighborhood, designed to age in place? Resilient planning is about enabling all of us to thrive through change.

Supporting the first-responders. The first-responders lack information and logistical support to intervene and mitigate any emergency situation. Often the first responders don't get the required information on time, are stuck in traffic jams or lack enough capacities to make an intervention.

Politics is the number one enemy in as far as Urban planning is concerned. Government policies may actually turn out to be one of the most critical factors. We,as planners, are technocrats and our role is to do research and recommend possible solutions to existing or future problems- and they, government officials, are policy makers. This gives them the power to approve or disapprove policies depending on whether they 'like' them or not. Even if the policy/ ies recommended by technocrats may prove to be sustainable, there is nothing to benefit if the policy makers do not approve them.

I believe the benefits and mechanism of public private partnerships can be better explained to all parties. Communities can utilize it to achieve their goals. Private parties can utilize it to generate new business while solving community problems.

Most people are too busy making ends meet to engage meaningfully in emergency planning, so it’s up to Emergency planners to conduct evidence informed assessments, that includes climate change related hazards, to identify priority areas, issues and actions requiring attention and investment. We need to accept the elevated risks climate change is bringing and reorient our emergency response by being more proactive and plan with prevention in mind.
