What are the most innovative ways to improve emergency planning?

As aptly said it's not the Machine that makes the difference rather the Man behind the Machine which sets the difference. In a similar way all the theories and technological advancements have to be neatly embedded in the functions and scope of human intelligence to gainfully utilise the benefits. Innovative ways to improve Emergency planning would be to look out for Minor aberrations and loopholes, gathering data about functioning of processes and interacting with persons directly involved in the operations. Regular rehersals and practice of drills along with prompt Evacuation exercises, along with dissemination of the key lessons learnt during simulations would undoubtedly hold the key for better and improved Emergency Planning.

In my experience, AI and Big Data offer a huge opportunity to improve emergency planning. In a flood emergency response, I was involved in the assessment of thousands of schools, and the data remained in Excel sheets and Word documents. In another emergency, I tried to create a web portal to store the data and make it accessible to teachers and decision-makers at the top level. Thus, there is a huge potential for creating big data of - among others - schools, health centers, their personnel, their capacities, infrastructure, materials, and so on. Linked with AI, these data can help improve emergency planning. For example, in case of floods and cyclones, AI can suggest the nearest places for rescue and relief - saving thousands of lives.

To enhance emergency planning, consider integrating real-time data analytics for swift risk assessment, implementing advanced communication systems, conducting regular drills with scenario variations, leveraging technology such as AI for predictive modeling, and fostering cross-functional collaboration to ensure a comprehensive and adaptable emergency response strategy.

In my experience, the use of real-time analytics may be a challenge to consider if the organization is untrained or inexperienced in its use. For small communities or organizations with limited resources, there are strategies they can consider. *Automate data collection process in advance using sensors or automated data collection systems. *prioritize essential data by identifying the most critical data points that require real-time analysis. * Establish data sharing partnerships with neighboring communities or organizations. *Leverage technology platforms, using cloud-based analytics platforms/software that handle data processing and analysis real-time. *Train/train/train. Empower people to become proficient. *Open comm channels.

Taking scenario planning to the next stage of system testing is the most useful part. Many modalities of simulation lend themselves to Emergency Management planning - it's how the military trains! Depedning on your timescale, funding and resources, options include: -Case discussion -Tabletop exercises -Walk and talk through on-site -Practical exercises without casualties -Practical exercises with simulated casualties (own organisation) -Practical exercises with simulated casualties (multiagency)

Scenario planning is an invaluable piece of emergency management and planning. Developing and having a plan is great but unless you test the various components of that plan, you can’t adequately identify potential shortcomings and resource needs that weren’t previously considered.

Realistic scenario planning and execution is a huge key to success in participant engagement and finding training or operational gaps before your exercise becomes a real world reality. Building a believable, real to life scenario takes time and legwork (lots of both!), tapping unusual resources, and spending more than a few dollars, but the end results can be amazing. If you do things well, agencies will ask to participate in upcoming events because "your exercise" is not laughable waste of their time. Local theater groups and want-to-be special effects artists are huge untapped resources.

In my experience, it is imperative that you have input from those individuals who may have a part in emergency situations. While maximum effort is placed in achieving the goal of preparing for every emergency situation and event, the true realization is that you simply cannot do so. The best approach is to seek ideas from stakeholders so that you develop buy-in. Many hands make light work, and everyone wants to feel they played a part in planning. Failure to prepare is preparing to fail.

One thing that I've learned to do is to ask the stakeholders / participating agencies, "what is it that they want to get from the exercise?" and then build your scenario to support them. I referred to this as "internal exercises within my exercise". As the host agent, I had objectives I needed to meet, but often, my stakeholders also had training objectives that they'd like to achieve, so if could incorporate them into my exercise (so they didn't have to build one themselves) they were happy to actively participate. Give them something for their participation time.

Adaptive planning can help emergency managers cope with unexpected or emergent events. However, once an unexpected event occurs, do not manage it through adaptive planning. For eg; active shooters were outlier events. Not any more. Like fire safety, you need more than a plan.

Community based planning, wherein stakeholders and local emergency response teams are involved, will garner the most innovative results. Integration of indigenous knowledge and practices, particularly early warning and contingency planning, ensure community cooperation and adaptation. From experience, local communities' involvement in incident and emergency planning makes for a smoother transition and better resiliency.

Learning also fosters effective communication within emergency response teams, enhancing the exchange of information, collaboration, and coordination during critical situations.

Every exercise should end with an After Action Report (AAR) that leads to Lessons Learned that can be tested, validated, and ultimately added to the Emergency Management Plan. Identify the Requirements, build the Plans based on the requirements, Execute the plan, and Assess the execution. A constant loop of improvement that will you identify where the change needs to occur, the Requirements, Plans, or Execution. It’s a long term plan for success. Stakeholders are critical in this process.

We simulated predefined emergency scenarios, incorporating our past experiences and global handling scenarios. This not only aligned our team effectively for emergency situations but also significantly improved response times and the overall Emergency Management Plan (EMP). The hands-on experience through simulation was instrumental in fostering a more cohesive and prepared team. This dynamic training approach has been pivotal in fortifying our readiness for a spectrum of emergency scenarios.

just like not waiting until you're on an emergency scene to meet the new "chief of whatever", you need to have those Blue-sky conversations with the agencies you want to participate in your exercises. Get to know something about their organization, have a conversation over coffee or lunch about their training goal and objectives, learn about their obstacles; you might know a way-around that will help them out. This level engagement takes time, but it demonstrates that it's not always about you and your organization, they're important too.

Make. It. Fun. I have so many stories of someone who isn’t in public safety and participated in a disaster ex a decade ago and still remembers it because it was fun and worth their time. Get creative with it - resource scavenger hunts for Logs staff, pose hypothetical questions for field and command staff and see if their answers are similar, run active shooter drills during a fire drills with the alarms going off. If it’s fun and not a chore, people will want more.

Build your resilience, your flexibility and ability to think outside the box. Don’t rely solely on lists of actions. No one-event is going to be the same as another. The country has / had robust well practiced plans for pandemic flu… then COVID came along.

As technology takes over our everyday lives it is important to ensure that it works for you. Emergency planning and training cannot just be done by machines. It takes a group of people who understand what is needed in a situation. Doing drills, training and having a fun time while learning can help everybody understand what needs to be done.
