This very bad way of managing operations, is very much tolerated in many operational environments and the possible consequences are never taken into due account by the authorities in charge. Listening to communications in the local language, means for foreign crew, not having the opportunity to know everything that is happening around, with an obvious impact on the basic principles that may impact safety.
