It depends on the type of information architecture. I think in the old ways you're looking at user research to understand the client better and their perspective around their audience, then building hierarchy of information to match that. I think information architecture in general pre-dates the popularity of user centred design in UI/UX or web even.

Card Sorting is a fantastic way of engaging with level of users, novice though to experts can review cards and provide feedback on their views. Critically they permit the creation of mental models of the individuals and then ultimately to work with these different visualisations looking for commonality as well as the differences. The ability to model these differences considerably helps in the construction, testing, and validation of flexible IA structures.
