In my experience, policies and guidelines are useful on the long term if the process of developing them was inclusive from the beginning. seeking feedback at a later stage is a recipe for wasted time at best, and for non compliance at worst. The people who are to abide by the policy or to follow the guidelines should be involved from the beginning to the end.
