I always start with business context, followed by flowchart. I focus a lot on algorithm and explaining each line of the pseudo-code I mention. The important part is breaking down the plot and output in a way that means a lot to business and developers

Providing the motivations behind the paper and possible ways to further the research work presented in the paper is helpful. If possible the code and data should be made available so its easier to replicate the results and verify the results if need be. Further the advances made over past work should be highlighted and metrics used for comparison too should be provided. This way it is easier to measure how much of an improvement the idea is over past work.
