In my experience I found that measuring safety culture effectively involves various strategies. This includes anonymous surveys for understanding safety perceptions, monitoring participation in safety meetings and BBS programs, and tracking near misses. Analyzing both proactive and reactive safety observations, as well as compliance with safety procedures, is essential. Regular training frequency and adherence are key indicators. Leadership's involvement in safety tours, frequency of training and compliance also provide insights into the culture's depth. These methods collectively offer a comprehensive overview of safety practices, identifying strengths and areas for improvement.

The safety culture must be Company-wide. All levels of management must respond to shop floor feedback and support the concerns of every employee. Establishing trade safety teams is an effective method for engaging trade employees. The core of such a team consists of tradespersons, supervision, and a representative from the safety department. Representatives from other organizations can be invited as required. These groups share common safety concerns and resolutions are often reached quickly and effectively via consensus. Team members feel pride and ownership in improving safety and proactively promulgate the culture throughout the workforce.

You can go through the process of creating a survey for employees, looking at trends or the impact of your JHSC. However, there is one easy way to gain visibility on your safety culture. You just have to ask yourself a question and commit to answering it honestly. "How do our employees view H&S?" Most Managers and Senior leaders know the answer but may not like the truth. Do employees view it as something important, something they do for the right reasons because they value their safety and know it's important to their employer? Or do they view it as a waste of time, something that isn't a big deal that it just gets in the way and slows them down? Answer honestly and you'll have a pretty accurate assessment of what your culture looks like.

If they see something, they will say something. If an employee, manager or vendor is engaging in dangerous behavior, it's better to hear it early enough to be able to do something to fix the issue, as opposed to being on the receiving end of a lawsuit or having to replace an employee. Siempre se debe involucrar a los mandos medios/altos en las capacitaciones y charlas sobre seguridad, ya que desde ellos debe producirse el cambio en la cultura de seguridad de las organizaciones. Si ellos se toman en serio el bienestar de los colaboradores y sus clientes, todos tendran el habito a la corta o a la larga.

By fostering an environment where employees feel safe to report issues without fear of blame, organizations can get a true measure of their safety culture.

Safety culture is a sensitive topic, it’s not a technical improvement which you can easily change whenever managers want it. You can only change safety culture indirectly, by making people believe that you genuinely care about THEM, and not about numbers. Measurements of safety culture and putting pressure on having higher rates is a dangerous move. What should happen when people work hard, but rate is not getting better? How will managers feel for not getting their bonuses? What should people feel when somebody else is cheating with numbers? More risks than benefits. To me it’s better to focus on the right things and not to shout out that you’re changing the culture. Track your trends, do right things and you’ll feel cultural shift.
