It's important to set out in the beginning, at the commencement of the program; the intended goals & targets. What does the program aim to achieve? It can't just be moving with the trend. It must have set objectives such as driving economic impact and community development, creating jobs, increasing competitiveness, promoting inclusion and equal opportunity, etc. This should be followed with SMART goals that can be measured as the program progresses.
