In my experience this is a crucial step since in this step all parties taking idea about their part of the project and to what extend the modeling and detailing should be happen, it is very important to keep an idea about the extend of LOD of the project, because details should be added in appropriate steps to steadily achieve the required LOD.

This helps to save considerable amount of time, since the project is at initial stage and there are some parties who doesnt participate in the design process but who need to examine the initial concepts they can do that in this step without installation of many softwares by using cloud based systems.

This is like a phillar of BIM, if all parties follow good practices and standards from the beggining, the BIM process will be flow less, if the standards and good practices were not followed it may nit effect at the moment, but when the BIM gets complex and reaching higher LOD levels the system will affect in many ways, like in Scheduling, Filtering and Even in acquiring approvals for the project.
