What are the most effective ways to manage emergency response teams?

Based on my experience leading emergency response teams, a few additional strategies that have proven effective include ensuring effective communication channels. Encouraging open, transparent communication within the team and with external stakeholders fosters a quicker and more informed decision-making process. Also, conducting regular training sessions based on real-life scenarios boosts team preparedness. It's crucial to stay up-to-date with technological advancements for better coordination and resource allocation during emergencies. Finally, conducting thorough post-incident evaluations helps identify strengths and areas for improvement, refining our response strategies for future emergencies.

As a former leader on more than one elite emergency response team, I agree - but I have something to add. *Make roles simple The simplest things become harder during an emergency. When it matters - people revert to what they have been trained to do. Simple things need repeating in training scenarios, with the same teams (or people assigned to have same roles on a team) if one person isn’t able to complete their role, often it doesn’t prevent success IF the roles are simple. This is because emergency teams normally “train like they fight” and this allows the team to know others roles. And that is important to wins. There are no gatekeepers in successful emergency teams. Elite leaders remove gatekeeper mindsets and keep things simple.

Set up your chain of command and your span of control. Make sure that you're not asking too much of any group or person (including yourself!) to get the job done.

The Common Operating Picture (COP) serves as the North Star, aligning every team member toward the same objectives. Picture this as a map in uncharted territory; regular updates are compass recalibrations. A leader needs a quick meeting with the team and put alternatives for the needed action Then proceed .. A leader needs to be an initiator. collaborator. And highly engaged execution

Getting everyone on the same page is critical. This isn’t an easy task. Every team needs to have a leader in a commonly designed area that can make decisions. This helps smooth the process for higher level decisions to be made. It also enables team-specific communication to reach a larger audience. A large room and central reference point (like a map or time line) should be used by all designated leaders to serve as a common operational picture (COP) and if possible, 2 or more leaders from each expertise should compose the team that contributes to the COL by acting as a conduit between their professions team and the larger emergency collaboration team. We have used this for Hurricanes, Missions, and rescue Ops - people talking = wins

Keith Phillips Program Manager I agree a COP(Common Operating Picture) is a priority to establish and expand as the event expands from local levels to Regional and State level. For ESF-8 we utilize our designated regional coordinators (DRC) . This network of Hospitals,Public Health,EMS, Homeland Security, State Police coordinates together up and down the spectrum to gather information /update the common operating picture of the even and providing resource requests into our system with WebEoc to support incident.

Here are some tips to encourage collaboration: 1. Clearly define the responsibilities of each team member to reduce confusion. 2. Set up effective and transparent communication guidelines. 3. Make sure to conduct team-building activities to strengthen interpersonal relationships. 4. Set up regular team assessments to check the team’s progress.

Not only fostering trust, but also establishing a clear post mortem of how we got in the situation. Too many times the loudest voice wins, and it is rarely recognized leading to the same mistakes reoccurring.

Trust and Confidence are earned commodities and without Commander’s Intent and Buy-In your value for positive change must be backed by the highest authority. What is Normal? What constitutes a response? What current policies are codified? How can a Table Top Exercise (TTE) highlight your initial observations. Be prepared for harsh criticism as leadership may be unaware of the lack of attention to detail that existed prior to your arrival. Humility and Empathy will win the day as you will have the answers and incremental tweaks to correct to centerline without rocking the wings.

Fix problems when there isn’t an emergency. Use the 3 T approach. Training, Tabletops, and Teaching. Training - train as close to the real thing as possible to make everyone think. Train as much as possible. Tabletop - walking through scenarios without going through all of the motions. These should be less often than training events. Teaching - this is an everyday event. You either coach, mentor, or correct. Make sure you, as the leader, are holding people accountable to strengthen the entire team - daily AND on the spot.

Prepare when there is no emergency. Because our limbic brain loves routine & hates change. So, until we make 'Change' our routine we can't prepare our team to adapt to change. How can we train our brain for this? At regular intervals encourage your team to try something new, for example trying a new dish, playing a new video game, learning a new language. Reward people when they succeed in trying something new for the first time, be it cooking, cycling, driving, hiking etc. After a couple of months, you will create a culture of trying something new, getting everyone out of their comfort zone, looking at things from a fresh perspective. Soon your people will be more adaptable and receptive to change and emergency situation.

Monitoring, evaluating, and adapting plans become the script revisions in real-time. It's a dynamic dance where the team adjusts its steps to the changing rhythm of the emergency. Here, leadership involves empowering the team to improvise within the framework, transforming challenges into opportunities.

Knowing your team and each person's strengths is the key to adapting to changes in situations. When leading a team you not just a figure but you are also mentor, this allows you train your team to be leaders this will prepare them for a leadership role.

As a watch commander in the fire service, adapting to changing conditions is paramount. Throughout an incident, I ensure continuous information gathering, keeping a pulse on the evolving situation. If our initial strategy isn't effective, I swiftly activate Plan B, leveraging alternative approaches to address emerging challenges. Importantly, I instill a culture where resetting strategies isn't feared; it's recognized as vital for success. This mindset prevents us from persisting with a flawed plan, averting potential catastrophes.

Here are some key indicators to watch for : - Look for signs of fatigue, frequent illness, headaches, and changes in eating or sleeping patterns. - Be attentive to any notable changes in behavior, such as increased irritability, and withdrawal from social interactions. - Sudden shifts in emotional stability or increased sensitivity to criticism. - Changes in team dynamics, such as increased conflict, and decreased collaboration. - Changes in communication style, such as increased defensiveness, avoidance of discussions about well-being, or expressing feelings of hopelessness or helplessness.

The mental health of responders to a disaster or emergency event is paramount. Each individual will manage stress differently so it is vital that you support each team member during and after deployment. Emergencies will have an affect on some individuals more than others. Some of these affects can be long standing which may require monitoring weeks after the event itself. As a leader you need to recognize the stressors and determine if any of your team may be suffering from the impact of their deployment. Critical incident debriefings are always necessary so you can have a team based approach to stress management. People first and then review of processes and responses afterwards.

Dealing with emergencies can seriously take a toll on anyone’s well-being. Even constantly thinking about crises, without resolving them, can have a negative impact on mental health. You and your team may feel drained, pessimistic, and frustrated. These emotions can further lead to poor physical health. Prevention is the key here; you shouldn’t wait for yourself or your team members to reach this point before reacting. Provide support to your team from the very beginning. Offer proper training on how to manage emotions and build resilience. Additionally, foster a culture of well-being within the team. Ensure that team members feel comfortable seeking assistance or taking breaks when needed.

Modeling self care is so important as a leader, especially on tough days. Teammates then don’t feel as guilty when they need to take care of themselves. So many people in the industry of helping others often do so at the cost of self sacrifice. We have to normalize self care, especially for those doing this hard work.

??In the intensity of emergency response, the well-being of the team is the cornerstone of resilience. Imagine well-being as the soil from which a team grows. Leaders, akin to gardeners, tend to this soil. Basic needs are the nutrients – sleep, nutrition, and hydration. Coping strategies are the team's shade against the harsh sun, ensuring that under its cover, they find solace. Leaders become the guardians of this garden, ensuring that amidst the chaos, the team remains rooted, resilient, and ready for the next bloom.

"If everything is URGENT then nothing is really URGENT." It's important to define clear boundaries to make Clear what is Urgent and what can wait. In my previous experience, there were several people who considers everything on their plate as Urgent. It might be urgent from their point of view but not always true that they show everyone. We can define proper medium to reach out to Escalation metrics. Something like: - Slack: expect reply within 24 hours - Text / SMS: Expect reply within few hours. - Call: Immediate response This shows we respect everyone's time.

Leading emergency response teams well means making sure everyone knows their role, sharing information, building trust, being ready for changes, & taking care of stress & well-being. When each person understands what they need to do, shares the same information, trusts each other, adapts to changes, & looks out for their mental health, the team can handle emergencies smoothly & precisely. Ensuring effective management of emergency response teams involves several key strategies. Building trust & collaboration is crucial for an emergency response team. Being adaptable to changing conditions is also vital because emergency responses are dynamic, requiring flexible approaches to tackle evolving challenges effectively.

Debrief! Everytime you respond to something, conduct some form of debrief, establish what went well and what could be improved, be it your processes, facilities or support services. Ensure that findings are captured, recorded and where appropriate implemented. To assist with this, work towards a just culture and ensure that all levels of response are empowered to make suggestions or provide more critical feedback

In my experience, post-mortem analyses are crucial for improvement and adapting to challenges, a practice just as vital in emergency management. Often, its value is underestimated, leading to repeated mistakes in crisis handling. Rigorous review of what worked and what didn’t allows teams to evolve strategies, reduce stress, and improve preparedness. This shouldn't be an afterthought but a cornerstone of effective crisis management. Like in the gaming industry, where we learn from each project, emergency teams can also benefit from this process, enhancing their future performance and composure.

All the above - one of most challenging is available resources (who’s got what, how many and how fast can they be in place). MOAs and MOUs between local and state officials can clearly help facilitate those needed resources (ambulance, fire, medical supplies, hospital spaces, emergency power, etc.) that are needed to help minimize and/or neutralize manmade or natural threats/disasters, without straining local communities and governments.
