What are the most effective ways to ensure building occupants' safety during construction?

Every process of the construction must have Plan as well, analize all the risk, evaluate the control measure and then communicate. Engaged well with occupants to get another perpectives from them because they will be the first feel the impact of the process. Never ignore whatever they complaint, discuss and solve their issues during the discussion will be the great way.

Question why they should stay in the building during construction? Assuming this is in case of renovation, then spliting renovation into safety zones and not on zones of work progress this enables sealing off areas from occupants presence

After putting safety practices in place, safety audits should be conducted from time to time to ensure that in times of emergency, the situation can be contained with the established procedures.

Hence engaging all people becomes a challenge. Any amount of instructions and communication is forgotten rapidly by users. Automation can be deployed to continously verbally and visually instruct at all hazardous or potential hazardous areas. This will create immediate flash alertness. One other possible method could be involve the people through gamification techniques. Reward safe behavior through Recognition. If young children are occupants, they can become powerful communicators. Finally occupants participation is the only key for safe place

The practice of Awards and Recognition for Safety Awareness is something that I found was beneficial to the keeping the workers safe. Fellow workers who would identify an unsafe practice, area, or even equipment would be recognized for being observant. We found that having a "Safety Day" where there was a stand down and the entire day was devoted to safety on the job. We bought in companies that deal with safety equipment and they presented their products to the entire work force. Contests and raffles were a big hit. The best thing is that everyone was aware of safety on the job, and had a great day.

I used to work in many construction sites, but the one with the best record in safety, has this "daily one-minute safety reminder". Each day we join together to listen to someone talk about safety for just one minute, all of us will have our turn scheduled, and you can imagine how hard it is to find a new topic, but also is where I learned the most about safety. For me, daily reminder is the best option.

Safety has many perspectives. Occupants perceptions will be different despite of common knowledge or information doled out by Engineering manager. Safety perceptions deeply depend on cultures of various nations. Hence efforts should be made such that facility by design itself does not allow some usage or action patterns. Unsafe behaviours or actions should be observed regularly and instructions have to be upgraded regularly. Safety instructions visual or verbal have to be continously communicated. Each day before the work starts, the safety must be discussed, a quick 5 minute with all workers (in one go, or sections wise). This will improve awareness, routinely hearing will make mind registration of safety. The engineers moving around with the work could keep a tab with all personnel of safety and any minor risk observed, should not leave without mitigating same. Example: one project, safety engineer, did not give attention to a welding arc falling on a below (few levels down) on some waste which created big fire to damage the strength of the concrete slab too.
