ISO 31000 provides a familiar approach to risk management, including Identifying, Assessing and Treating Risk. For emergency management (EM): First step: Identify risks, through analyzing the context of the organization to identify risk issues that affect the organization; Then, depending on EM's protection goal, there will be a step to identify risks that can potentially affect this goal. In the next step, we perform a risk assessment, based on frequency x impact; From there, rank the risks and identify risks that can cause emergency situations. The final step, which is Risk Response, includes (i) Risk reduction; (ii) Prepare a plan to respond to remaining risks, which also means preparing, test, evaluating and improving the Emergency Plan

2 NFPA 1600

NFPA 1600 is a standard developed by the National Fire Protection Association that establishes a common set of criteria for disaster and emergency management and business continuity programs. It covers the four phases of emergency management: mitigation, preparedness, response, and recovery. It also addresses the elements of risk assessment, planning, resource management, incident management, crisis communications, training and education, evaluation and improvement, and program management. 4 HSE Risk Management

HSE Risk Management is a framework developed by the Health and Safety Executive of the United Kingdom that focuses on health and safety risks in the workplace. It consists of five steps: identifying hazards, deciding who might be harmed and how, evaluating the risks and deciding on precautions, recording the findings and implementing them, and reviewing the assessment and updating if necessary. HSE Risk Management can help emergency managers to prevent or reduce the occurrence and severity of accidents, injuries, and illnesses in their work environment, and to comply with health and safety legislation.

5 COSO ERM

COSO ERM is a framework developed by the Committee of Sponsoring Organizations of the Treadway Commission that defines enterprise risk management as the culture, capabilities, and practices that organizations use to manage risk in a way that creates, preserves, and realizes value. It is based on a model that includes five components: governance and culture, strategy and objective-setting, performance, review and revision, and information, communication, and reporting. It also incorporates eight risk categories: strategic, operational, financial, reporting, compliance, environmental, social, and governance. COSO ERM can help emergency managers to align their risk management activities with their organizational vision, mission, and values, and to optimize their risk-return trade-offs.

COSO ERM framework provides a comprehensive approach to enterprise risk management; which also includes Emergency management (EM). Some components in the COSO ERM framework represent steps in EM, but need to be done in an orderly and systematic way: 6. Analyze the Business context - 10. Identifies Risks - 11. Assess Risks - 12. Priority Risks - 13. Risk Response. One thing worth paying attention to in the COSO ERMs framework is building culture and awareness towards risk; this is very important for EM when awareness of the importance and role of each person in the EM plan plays a decisive role in the effectiveness of EM in practice. The Emergency Manager can work with the risk management department to carry out these awareness activities.

Emergency management is considered in several management system, and most of related ISO standards are built with risk-based methodology. I hope that we can add more topic such as ISO 14001 - emergency response for environment incidents; ISO 45001 - emergency response for OHS incidents; ISO 22301 - emergency response for incidents which cause disruptions; The diffirence between them are (i) the target which they want to protect; (ii) the risks or hazards. Most of the above management systems have 03 phase: Clause 4. Scope: define the risks --> Clause 6. Plan for emergency situations --> Clause 8. Actions Actually, those frameworks are in organization activity only. In religion or country scope; we can think about the Shendai framework!
