Sometimes, the most critical thing to define other than the scope is what's not in scope. The scope is essential to ensuring goals are created and everything aligns. The importance of defining scope is underpinned by what can be measured. A challenging aspect for non-profits is when project goals and scope are being defined; this is due to the fact that it's all about doing good. Ensuring the goals and what's in scope can be measured when doing projects that benefit the community is vital for success. Success keeps the community and all stakeholders engaged, and success that can be measured ensures continued support and demonstrates effective stewardship.

One thing I've found helpful in defining the project scope and objectives is having a thorough knowledge of the community you're building for. Starting from the why, whom and how makes the scope of the project clear and helps to achieve the goal. To define the project, clear communication with all stakeholders is essential for success.

A Needs Assessment of a specific community must first be identified. Then the demographics including the economic and educational level of the residents. Historical assessment is a big factor before developing a Mission, Goals, & Action plans. These goals must be measured as well. Consider best practice in other similar communities to avoid wasting resources. Timelines, regular evaluation, revising plans as needed.

Figure out who is speaking for the future? Stakeholders often only represent the present (and sometimes only the past). How does a community keep what is best about it in an environment that is often inevitably changing? What is the community's future story? Planners don't need to produce mission statements; they need to produce road maps of how to get from the present to the future.
