The complexity of most socio-technical environments adds to the difficulty of effective communication. By using a tool such as the Functional Resonance Analysis Method (FRAM) created by Erik Hollnagel, communication is enhanced when it takes place via a visual platform where all parties share thoughts about work as imagined vs work as done. The FRAM model organizes collaborative input and creates a system which demonstrates how input and output affect process and productivity thereby communicating what is happening at any stage of an event/process.
Four things in my opinion weaken implementation of safety programs and thereby leading to a weaker safety culture - inconsistent messaging from the top - poor communication of ‘why’ and overdose of ‘what’ makes everything sound compliance - lack of line management involvement leaving everything to safety functions - belief that ‘it won’t happen to me’ Promoting safety culture requires lot of dedication, commitment, consistent effort and involvement at each level to make it effective. Half hearted effort will only sound like compliance effort more than life saving one.
A workplace without a strong safety culture often sees safety as 2nd to productivity. This lead to shortcuts and unsafe practices. Bad training or lack of awareness about safety protocols among employees can lead to accidents. Employees need regular, comprehensive training tailored to their specific roles. Long periods without incidents can lead to complacency, employees and management become less vigilant about safety procedures. In my experience, I have seen the mentioned issues with corporate hierarchy. One position cannot change the culture of safety on any site, it takes a whole team effort. I am fortunate to work with a group of professionals who take safety serious. I have also had the same buy-in from the Trades working on our projects. It starts with respect.
Transient workers often need more direction because of the mixed information they get from the different job sites. Inconsistency between sites often leads to confusion.
Communication of safety procedures from the safety department to the front line workers often is lost. Workers may violate a safety procedure simply because they aren’t informed of details of the procedures. This is especially true in large companies. When these details are buried in a safety manual that is time consuming or difficult to access its easy to make a mistake.
