What measures ensure accessibility in urban community planning?

The earth is not flat. So the only way to ensure assessibility is to be diligent in design review. If by design district or by city process review for permitting. And that only catches the new design and development areas. Existing. Stays existing non compliant. For that to change you need initiatives or funding specific projects. And a master plan to focus on areas of most advantage. That is my suggestion to the question

Inclusive design can be broadly divided into two parts. a) Human being: All class of society from LIG to HIG are to be integrated for decision making about what are their difficulties and expectatoins. This is called participative decision making. All stake holders give their view and many planners come to some very innovative ideas from the stake holders. These leads to practical zoning of the development plan and making building control regulations. Also decision can be taken to mitigate disasters and climate change. b) Infrastructure: By acquisition of land through micro planning technique like town planning schemes, small parcels of land can be reserved for parks, hospitals, schools, Housing for poor, road design, water and sewerage.

Inclusive design means just that. Include the voices you are designing for. Not all disability is visible, and not all solutions work for everyone, but by listening to voices most impacted creates better design for all.

By providing good physical infrastructure such as accessible transportation (public transit with low-floor buses, accessible subway stations, and audible/visual announcements), pedestrian pathways with wide, smooth sidewalks, curb cuts, and pedestrian crossings with auditory signals, and accessible buildings and spaces with ramps, automatic doors, elevators at entrances and exits, accessible restrooms with appropriate fixtures and space, and inclusive seating arrangements in public areas including parks and recreational facilities, urban community planning ensures accessibility.

living in a major city, I have always noticed how the public areas suffer from the lack of infrastructure and facilities. Those with children in the storllers, wheelchair users, or even pedestrians are always discriminated against by cars and motorcycles. in a more extreme case, many people can't use public transportation like the subway or BRT since they are not easy to use for the above-mentioned people. unfortunately, when we talk about accessibility (at least where I live), there is a major gap between what there is and what is needed.

Public transport (in Germany at least) has still the task to improve accesibility for handicapped persons. Handicap could be a permanent or temporal restrictions in the way persons can be mobile. This could even be the businesswomen with luggage. Therefore it is fundamental, that access to public transport and the information about its services is always accesible.

When it comes to urban planning, transportation and its network play a crucial role in ensuring access. However, we’re still working on finding a solution to transportation challenges and it isn’t ‘one-size-fits-all’ kind of measure.

Public transit serves as the cornerstone of accessible urban planning, transforming cities into interconnected and inclusive spaces. It transcends mere transportation, empowering residents to navigate the urban landscape freely. Physical features like ramps and clear signage dismantle barriers for those with disabilities. I have never lived or worked in a major city which means public transportation really wasn't part of my life until I lived in Mt Crested Butte, Colorado where there are two free public transportation services operated between Gunnison, Colorado and Mt. Crested Butte. This is much needed transportation for workers in the Crested Butte/Mt. Crested Butte area who cannot afford to live near where they work.

Every city or village should provide affordable housing by measures that includes a preventive land policy or the long-term obligation of private property promotors to provide affordable flats and houses at least for the 40% of the overall unit volume. In Munich, they even set it by 50% and it works. The most expensive German city is still affordable for many people with medium und low income, thanks to those rules for accesibility.

This is a subject that is gaining immense weightage in every nation as a part of its policy, particularly the nations like India, Pakistan, Nepal, Srilanka and other south eastern countries. There is an economic inequality in our population. Many service society class of people are of low income range, who cannot afford private housing. The national, state and local government constructs such affordable housing which are very cost effective and with the subsidies and loans with low interest can benefit the lower income groups to get their dream house. Affordability is a key aspect in housing; but so is location. Location determines access to public transportation and different modes of transit; access to parks and different open spaces that will impact in the wellbeing of dwellers; access to shops, to work and to a diverse range of amenities. Location is important specially for vulnerable groups, children, the elderly, women and others in need of more accessible public spaces. Location, of affordable housing, demands a series of urban policies that guarantee and foster compact and diverse communities and cities, and claims a wider understanding of accessibility - as a right.

In studying accessibility over the years, I have encountered that different people have a different understanding of this concept. For some, it means a well built infrastructure such a ramps, or limiting physical barriers in open spaces. Others refer to as an ease of movement, being able to get from one place to another. This is often a barrier to implementing collaborative processes. To overcome this, I’d start by identifying the different perspectives and needs of a diverse range of social groups in a particular context. A wide range of methods can be implemented, territorial diagnoses, charrettes, walkabouts, mapping and so on. Planning leaders’ participation is to be considered as part of the process.

It is easy to 'romanticize' community engagement as if it were a natural part of collective relationships, especially in contexts of poverty and vulnerability. We need to address this issue seriously, as engaging a community requires method, participation, and organization. Communities cannot be engaged through unstructured and inconsistent processes. We first need to establish a real connection with people, then implement quantitative and qualitative diagnostics, do participative plan actions, and, most importantly, act! Action, in turn, requires monitoring and evaluation. And this not-so-easy blend, in my view, constitutes true 'community engagement'.

Within the Indian subcontinent, traditionally settlements has planning denominators in form of a ???????, ???, ???, ??? etc in various parts of the country, which were evolved by different communities based on trade followed, faith , class etc. Inspite of same, these were very inclusive and non gated where all type of people were welcomed. Modern planning terminologies like Lanes, Blocks , Wards, Zones need to be rediscovered in form of community based neighbourhoods to re create inclusive environments similar to traditional settlements.

Green spaces can be one of those spaces that not only provide aesthetics and help the weather conditions but also can add to the dynamic of the area, be used by the residents, and increase the sense of security, safety, and engagement. these areas can add to the citizens' health and well-being while offering opportunities to be socially involved for many.

Providing safe public spaces is key. People need to play, relax and associate. They also need to be asked how they want those spaces to look like.

The first thing I think is: green spaces for whom? Green spaces are crucial for cities, especially in the outskirts. If you have 2 minutes, go to Google Maps and type in a wealthy neighborhood in S?o Paulo (or your city). Then, do the same for a "poor" or "peripheral" neighborhood. You'll see that green areas in wealthy places stand out more. We need to geolocate and think critically about green areas; otherwise, debates on sustainability, the environment, smart cities, and energy efficiency will benefit the wealthiest areas and privilege the privileged. Green areas mean better air quality, climatic conditions, efficient drainage, and spaces for leisure, culture, gatherings, and diversity. This should be a right for everyone.

Additionally Green spaces allows infiltration of Rain water to underground water aquifers as a way of reducing flooding and act as carbon sinks as trees absorb carbon dioxide

Promote public space revegetation initiatives that involve citizens, so that they can sow, plant, and maintain plants or flowers in micro-public green spaces in the city's neighborhoods using environmentally friendly techniques.

Technology has taken children off the street, making them sedentary, more insecure, and dependent. It is time to try to mend the evil that has produced, creating opportunities to use technology in the enjoyment of public space, such as Pokemon Go.

Urban planners should follow and introduce the latest geospatial technology while planning a plan . There are lots of open source simulation models that can be used while planning a town or city.. let's say agent based modelling.. I worked on this .. this says when, where and what kind of building will come up. Planners project Everything in large scale such as population projection, Master plan but if you include these models all the primary survey and secondary survey can be used properly. I have used an accessibility matrix , distance to maintain roads, distance to local roads, and distance to commercial roads ... Etc ... So based on these you can actually prepare a better proposal. This technological milestone will break down the barriers that segregate people with special conditions from those who do not have them.

Today’s technology concept has been swallowed by the insanity of "profit above all." Recently, I attended a "smart city" expo, and one stand proudly showcased drones with different colors and high-tech features. I wondered how much money, thought, and energy went into changing the color of that drone. Production lines, designers, strategists, managers, directors, investors... and this is what makes a city smarter? Obviously not. Society urgently needs to think about using technology collectively, for public purposes. What if these resources were invested in simpler drones to map favelas for urban planning? We might need to take fewer photos of real estate developments. Both are "technology," but what kind do we want for the future?

Who is on the planning team? Who are making the decisions? The discussions change dramatically when you have a wide representation of people shaping and making the decisions. Someone that pushes a stroller everyday, or someone that relies on a walker to get around are going to have different perspectives on accessibility than someone that drives a car everywhere. The point is, engagement and dialogue only go so far. Make sure the planning team and decision makers include the people that are impacted by accessibility standards. They know what is needed.
