You might think “our job is to design, build, and fly a system that images the Sun” - which will drive top level requirements for functionality and performance. But in virtually any organization, there are other things that will have a potentially larger impact on what you build. Resource availability, institutional requirements, contractual terms and conditions, budget profile, risk acceptance posture. In very few cases will you be given an unlimited budget and full freedom.

Don’t try to be both the Lead Systems Engineer and the Project Manager. The two job functions are quite different: one more inward-looking, the other more outward-looking. Having different individuals in these roles makes the interfaces for each more manageable.

Anthony Freeman’s answer is right on. While the project system engineer faces outward to a certain extent (review boards, institutional panels, etc.) they’re more top down focused. The project manager is outward facing - there’s always more stakeholders than you’d expect, and the PM has to respond to all of them. This can be very frustrating if the PM comes from a technical design background - you really want to be involved, but you literally don’t have the time.
