I may be over simplifying things but I believe in a production environment continuous improvement would be natural when workers are compensated for piece work.

There are operators and builders. Driving continuous improvement requires a "Builder" mindset while you "Operate" the business. Ensure the team has the capacity to focus on building initiatives. If the team members are 100% allocated to their daily tasks, improvement will not be accomplished. As part of their role definition, define the operate/build desired allocation. For example, Role A should be 25% building and 75% operating. The performance review should have a similar split in goal priorities.

Once we start delegating authority and not just responsibility to the team, it encourages accountability within the team. We must encourage all ideas towards continual improvement, progress and make sincere efforts towards implementation of the same if they align with common vision and goals. The sense of achievement is like dopamine, creating the culture of progress and growth within the team, which is focused on solutions and not problems. The solution focused team is continuously improving their work.

Again - do not ignore the context of your specific situation. There is a human tendency to hide behind the processes. The best structure or process without people behind them will get you nowhere. Which process you choose may impact the direction and quality of the output. What works very well in one context, may turn disastrous in another.

As with absolutely everything in the office, without a procedure or a framework there is potential for chaos. Every good training scheme starts with a concept of what should be 'learned/shared/improved', which must then be translated into process and procedure. Once this is clear, the designing of the training materials, methods, stages and so on can spring from this.

I used to work through the World Class Manufacturing method which distinguishes 3 main phases: reactive, preventive, proactive. The reactive phase is the first and consists of attacking losses and locking their root cause before being able to consider moving into preventive mode consisting of carrying out projects oriented by cost deployment. The method works by model zones which are those suffering from the greatest losses or the most degraded mode. Once the level is reached, we move from the model area to the extension by applying the same methodology.

Part of the structured approach would be to not only introduce the lean culture, but also introduce people to the importance of data, and evaluating (and improving) aspects of their work through data analysis. And, make people responsible for the results, positive or negative.

So, if your goal is to introduce creativity and risk-taking into the system, this needs to be reflected in KPIs - if you define those too narrowly - you run a risk of "business as usual" rather than exploring new growth avenues. If you define those too broadly - the organization will lack the focus of purpose. (=if all is important, nothing really is).
