I personally think government should not intervene too much; markets are surprisingly effective and efficient. However, a very effective vehicle I have seen in action is: "sandpit environments" where large corporates, startups and regulators can test out new ideas, small companies can get used to the (harsh) procurement process, regulators can see where the industry goes. It is e.g. thanks to the FCA's crypto sandpit that the UK is at the forefront of that tech. We need more of these in health (with the FDA), spectrum/telecoms (FCC/NTIA/Ofcom), etc.

Governments need to understand that their education and research spending are investements in the future (like infrastructure). They need to encourage public-private R&D partnerships. And they need to lower barriers for innovators to found new companies.
