A good strategy is to implement this culture bottom up, by encouraging the workers to provide their feedback and opinions and reward their efforts by taking action. Once the workforce actively searches for opportunities to improve during their usual activities the rest of the organisation will usually follow. The suggested improvements can than be assessed (this is where for example data visualisation comes in handy to verify a claim) and brought to the DMU to take action on.
