In my experience it is usually the data provider of sensitive personal data who is anonymizing the data before handing them out. Who is going to have access to even the anonymized data is (in Denmark) decided by an ethical board and only happens on personal request. That is the standard procedure e.g. for patient data. Of course applicable law comes on top. Another level is sensitive client data. Here the access to these project data is usually restricted to those involved in the project. In case of an online solution for the client the security of a web gis is paramount, and standards such as OAuth should be used.
