I would advise to rely on the expertise of specialized vendors with proven track-records to asses and handle safety issues. Every Live Event will have a different scope of associated risks, therefore it′s crucial to look at evaluate every occasion for itself.

I implemented risk assessment and ensure I put Health and Safety precautions. It is to inform the Emergency services I do that immediately to prioritise the safety of my team and members of public.

Ensure that any untoward events are covered by "BCP", all potential risk and hazards are identified and controls shall be also in place. Simulation of drills together with key personnel is a must before any event. Also, communication and getting to know who you are working with, what are they good at, etc.

Emergency situations are rehearsed with staff on a regular basis. So the procedures regarding staff are quite controllable. As an live event director, I always have the audience in the back of my mind. In most cases this tends to be a big or very big group of people, which is uncontrollable in the case of an emergency induced panic. The most useful lever is to have someone like an live event director in control of the whole situation at any given moment to be the first to realize a potential emergency and take countermeasures before the audience realizes there is a threat.

Experienced exactly this at various high profile events. During rehearsal all communication (pro-grade walkie-talkies, regular smartphones, etc.) worked as usual. During the event, the equipment did not quite perform as expected. This has various reasons. During rehearsals not all radio signal producing equipment is operated simultaneously, therefore the amount of interference is not as big. Often the noise levels during the event are much higher than during rehearsals.if the equipment you use is not appropriate it′s likely to be not loud enough to be understood. Only real countermeasures to this are: everybody needs to know what his/her role is to keep communication at a minimum. Use really expensive pro equipment where it matters

If my team members are at risk "during" live events. I'll have my other team members (pre-oriented) to be on stand-by and vigilant for any untoward incident. And as much as possible eliminate, if not, reduce the present risk.
