If you need an external audit to understand why your strategy network is not expanding, it means you are really deep into the issue. A simple trick I use, is to constantly keep 3 slides up to date (just 3) ==> business goals (slide 1) with IT goals (slide 2), and how they map (slide 3). Keep it simple, but clear. And as obvious as this exercise is, it is the foundation for so much more (team objectives, progress tracking, strategy sharing, business interaction,....).
