What do you do if your project in higher education is facing resource allocation challenges?

As a college administrator, the budgetary reallocation can present frustratingly. Remembering to keep the deliverables of the project at every decision point can offer perspective and flexibility when the overall viewpoint is daunting. Last year, I experienced a budgetary freeze and could not purchase consumables. My department became very strategic in repurposing and redistributing existing items to responsibly facilitate our goal of quality education.

Explore opportunities for external funding through grants, partnerships with industry, philanthropy, and alumni donations. Building relationships with external partners can also lead to resource-sharing agreements, in-kind contributions, and collaborative projects that enhance the project's scope without significantly increasing costs. Develop a compelling case for the project that clearly articulates its benefits, alignment with institutional priorities, and potential for positive impact. Use this narrative to advocate for resources with potential funders, and other key decision-makers. Effective communication and transparency about the project's needs and challenges can mobilize support and potentially unlock additional resources.

There are a few different ways to pivot strategically. One can certainly shift the scope or focus of the original project to be more concise and efficient in its use of resources or that is a pilot project whose results can be leveraged in future funding requests. It can also be beneficial to pivot to include additional stakeholders in the project. Higher educational institutions are often siloed, and there may be others within your institution who are pursuing similar ends that you can partner with. These partnerships can increase your available budget but also lead to the sort of "interdisciplinary collaborations" that high-level decision-makers love to highlight (and fund). Such collaborations can also improve project outcomes.

A really simple way to do this is include regular check-ins on your project, and have your original project scope/aims with you for that. During projects it's easy to be focused on an initial goal and doing the small steps that build towards it, so coming together to go over progress and how developments are affecting that original scope gives you dedicated time to be able to move and change as needed.

A really important thing to factor into projects is keeping time aside to talk to people - whether that's getting in touch with someone new in post to introduce them to your project where there are clear links, joining department meetings to give an overview of the project, or asking for a colleague's professional insight. These are all chances to build institutional networks and people who you can lean on when you need something. The same goes for your institution's students' union, guild or reps - often these groups want the best for students, and if you can work with them on your project and identify routes for students to be engaged or benefited by the project, this will build relationships further.

Administrative staff in higher education who are attempting to develop or execute initiatives with small budgets must anticipate what pending barriers they will face on the path to success. Draft lists of the skeptical questions you'll face as you work to build momentum for your project. Prepare great answers and workarounds for the curve balls that will inevitably pop up. You also can seek insight from other staff and leaders regarding where they have been able to uncover additional resources (even when the help needed is the resource of time).
