You can strive to maintain the old infrastructure, or you can replace it with new infrastructure. It is possible to locate firms that specialize in rebuilding old equipment to make it function like new again. It is also possible to locate firms that will install new equipment. The advantage of rebuilding the old equipment is that one need not tear up and remove old equipment. Old conductors may need to be replaced. Insulators may need to be inspected and surge arresters replaced if they pre-date modern MOV equipment, but it is often much cheaper to rebuild old equipment than it is to install brand new equipment. This is even more practical if one has maintained installation drawings in a careful manner.

In my experience, the risk assessment and management process are part of the asset management of the overall system. The equipment, installation, operation and maintenance replacement costs also need to be factored and categorized, typically by need, schedule, and cost. Then create the replacement program in a 2, 5, 10, and 25 year plan as needed for completion. As part of that annual plan review, it’s typical to determine what components can be capitalized for funding and finance purposes and what components need to remain as operational expense.

First thing can do; make a plan, study the risk consequences and use analytical concept to those uncertainties of life that pose in a danger to people or what we value, then apply the safety first before to proceed and upgrade the system. One of the inherent shortcomings of this simplified expected value-type approach to risk is that the structure of the model can produce apparently similar but grossly misleading determinations of risk for vastly different classes of events. Risk is often expressed as a combination of the likelihood of an adverse event, the vulnerability of people, places, and things to that event, and consequences should that event occur.
