Active supervision and backchecks can also help out in ensuring consistency and affirming accuracy of information collected during data collection exercises. You really need to confirm this to ensure information wasn't influenced by external factors and bias, otherwise these evaluation exercises are expensive and insights taken from such evaluations should really be accurate. It's also really important to understand contexts and have deep insights on why indicators have performed the way they did, otherwise social and behavioural aspects are fundamentally complex.

I've observed that tools used in data collection for performance evaluations are either too long or hard to understand for both the enumerators and respondents which negatively affects the evaluation outcomes. Again, usually, heavy emphasis is made on daily interview targets to be met by the enumerators which creates a trade-off between data quality and meeting targets. This has a significant bearing on the results of the impact evaluation. Ample time should be given to survey question formulation, pre-testing and training quality-driven data collectors as well as putting in place appropriate incentives for data quality rather than interview quantity.
