I believe, apart from having trust and clear boundaries, this can happen when employees genuinely own the work. When we own it, we become very careful, we clearly know which step can harm or benefit work. Then we understand when to seek approval-asking someone is better than making a mistake and when to go ahead. Yes, sometimes we can make mistakes but chances are the minimum of we own it. We make decisions every day small or big. When we make those decisions we take full responsibility and genuinely try not to make mistakes. I think it is very much also about ownership.
