Definitely the correct approach. Only once we diagnose the problem correctly, can we come up with the solution. For example, in my team we identified low motivation and fear of failure as some of barriers to creativity and good work performance. We further delved onto the why i.e. why low motivation? Specific reasons came out to be- a) same type of work creating boredom, b) not feeling that any impact is being generated via their work, c) no appreciation of existing work being done from stakeholders d) Feeling that there was lack of career opportunities and vertical growth Once the exact reasons were understood it was easier for us to address & resolve them.

In my experience, the biggest hurdle I faced where HR team members lacked creativity has been when they've been part of an organization for so long with not many new team members from outside the organization coming in. As a new manager, oftentimes the answer to the question, "Why are we doing it this way?" was "We've always been doing it this way." Then it's time to reevaluate and understand why, and if it is even needed or still serves a business goal or purpose. Dig into the why with the team, discuss the issue that process is serving, and brainstorm about new solutions as a team. As a new HR team member or leader, we can open up our team members to new ideas, new ways of thinking that can improve our organization!
