I do wish more students thought of this rather than just 'trust the adults.' However, a student has several options if they see that an institution isn't preparing them for what they need. 1. Do not get upset. That's pointless & wasted emotion. 2. Identify if you know what future career you truly want to be in. If not, then you need to go through an exploratory research phase for 2-3 months. Write a list of what you think you'd like to pursue, identify top 5 individuals in each of those areas, then intensively read everything they've written and watch all their videos on youtube/etc. 3. When you do where you want to head, research the top programs in your area of interest. Also look at student/peer reviews of those programs.

There has been a significant decrease in the number of available academic jobs (which is the traditional path for PhD holders). The existing supply of qualified candidates vastly outstrips the demand. Make sure you are being prepared for a career outside of traditional academics.

It is important to consider the "why" you are not being prepared. If it is because the institution does not have the resources, you may find they are willing to allow to create the opportunities you need for advancement. However, also be mindful of situations where people do not want you to advance. I have had one in my career where I was being used as a temporary stopgap for a position without being told. Not recognizing this set my career back some, and it is because I never asked the "why" question towards why advancement opportunities were being denied or withheld.
