Although not every business is suited for an agile framework, it is important to have frequent and open checks on project success and completion, adjusting the goals and timelines to fit the reality of a project.

Procrastination is often the cause of not setting goals and getting things done on time. First, have an honest conversation about the tasks, the job itself and the personal goals of the execs. If they don't match, then the issue needs more of a coaching approach. If they do, invest in training and accountability, offer guidance and monitor milestones. Things should improve from one project to another.

I answer this question as a system analyst. From my point of view, managers should differentiate between urgent and important needs of a customer. In my work experience, I have had clients who have an important need, but during the implementation of the system, they prioritize the urgent need. In my opinion, of course, planning for the implementation of an important requirement is a priority, but we should not forget that the immediate require of a customer in order to respond to the end users of a system can be placed in a higher priority. Ultimately, the goal of all members of a team, from managers to senior experts and experts, is to pay attention to the customer's requirements and implement a system that achieves the best performance.
