In my opinion communication is a behavioral skill that is inherent with one's behaviour, this is a skill that can be earned, but it can be learnt if one is keen and seeking to learn and earn it. If in an organization a team is lacking the communication skill, after identifying the weakness, loophole or any other behavioural or miscommunication issues that is rendering effective communication at any level we should move for skill training. There are variety of online and offline training session and courses available that can build this skill, upgrade and update the skill and makes one a better communicator.

But, what I would do to solve the problem would be to assess great communication talents and (depending on the P&L state/new HC availability) I would either create an executive communication team, or select from existing FTEs people to support executive leaders in their communications.
