In my experience, It can be seen as opportunity. 1. Start taking certain decision for the low hanging, high result area which doesnt really need boss's approval. It will start reflecting toward your leadership skill 2. Have a proactive dialogue with boss where deal with the situation diplomatically by updating certain action is taken by you (refer point 1 above) and in the process ask boss for confirmation where his direction confirmation is required. 3 Keep repeating and sometime formally documenting it 4. Sure of situation to improve

One thing that I find useful is to seek forgiveness and not permission. Sometimes indecisiveness will not go away just because you presented strong facts and numbers. It's only normal to hesitate, so rather than asking for permission, do it and showcase on why its a great initiative to work on.
