This may be viewed as a matter of semantics, but arriving at the correct answer may help drive the most appropriate method of solving the issue. So what's the difference? Is a modern jet engine complicated or complex? Is an omelette complicated or complex? Well, a jet engine can be dismantled and rebuilt... that's complicated, but very possible given the right skills and manuals. An omelette's constituant parts can be known, but can they be reinstated... that's a complex problem. Humans... complex or complicated? Deciding this will determine the best approach to take and are necessarily very different.

I like to live by the mantra "plan the work, then work the plan". In this instance, first, you've got assess the system and develop or ensure there's a strategic plan in place that aligns with the organization's business objectives. If it's a new system, you've got to design it correctly, then build and integrate it, ensuring things like security and appropriate compliance are in place. Make sure you've got disaster recover and continuity accounted for. Then lastly, implement continuous evaluation and improvement.

Assess risk. Mitigate exposure, loss of data and get to the bottom of what is causing the problem. Helps if there is succinct actions being taken by many to quickly allow for reactive to become proactive.

Stop and think about what's going on. Triage the issue and get the necessary assistance to the problem as quickly and safely as possible.
