I would just go through a popular tutorial online that guides you through building a simple web application like a note taking app or something. Basically choose a web framework you want to learn (or a couple of them: one for frontend and one for backend), then find a tutorial and follow it. Once you've done this and you have an idea of what it takes, you can do small "theoretical" iterations on improving your programming languages skills and exploring the framework's libraries a little bit. For the language, I would do some simple LeetCode questions. For the framework and library, I would spend some time reading the documentation. Then you can go ahead and build a more complex application (either another tutorial, or something yours)

If you try to build out a massive complicated application, you will encounter so many roadblocks at once that you will become discouraged and lose motivation.
