Focusing your resume on skills attempts to show employers that you're qualified. But in a highly competitive job market, showing that you're qualified makes you average from the employer's point of view. And if you also present employer risk (unemployed, age 40+, changing career/industry, looking for raise/promotion/remote, and other employer risks), hiring managers are less likely to be interested in average and risky candidates.

Cover letters are an obsolete tradition of a pre-internet world. ATSs keyword search resumes and employers don't believe them. When you see cover letters as a requirement, it's done because IT wants to set the application process up once. So, if any hiring managers want a cover letter, IT will often set this as a requirement to make the process more efficient for HR (even though it wastes the candidate's time).

Go beyond published job descriptions to learn what the individual hiring manager's current needs are. In that way, you can form interview answers that show a hiring manager "I have what you need". Otherwise, you're just guessing, with low odds of guessing correctly.

Each of the above 6 points are GREAT! I might also add that participating in a Job Club that covers Job Searching topics and includes time for networking could help. It's an opportunity to bounce off ideas with people who may have another perspective you've not thought about in how previous skills may transfer to a new occupation.
