1 What is improper delegation?

Improper delegation of safety-related decision-making occurs when the person who has the authority and accountability for ensuring safety in the workplace transfers some or all of their decision-making power to someone else who may not have the same level of competence, knowledge, or resources. This can happen for various reasons, such as lack of time, trust, or communication, or due to organizational culture, pressure, or politics. However, the result is often that the person who receives the delegation is not prepared, supported, or empowered to make effective and safe decisions.

Responsibility for occupational risk prevention is almost always delegated. Since the employer is ultimately responsible for the safety and health of workers, all too often delegates this responsability to people who do not have the knowledges, capacity or authority to carry out their preventive tasks. It is essential to choose well the person to whom you delegate and give him/her the ability to make decisions.

Hoje, por exemplo, todas as informa??es enviadas ao e-social s?o do nível de confiss?o. Por isso a documenta??o deve estar bem estruturada, pois s?o as evidências do atendimento. Recently, in February 2024, I was invited to discuss on issue relating to a work-related accident that caused serious damage to a big ship (ferry-carrying passengers). Hundreds of thousand of dollars$$ of losses were calculated. And when reviewing the documents for work authorisation purposes, I found that the person who signed the papers was certainly not qualified to authorise, viz-a-viz dubious competencies. So, YES! incorrect delegation will cause serious accidents at work, fatalities, long injuries and loss of reputations! And, I am confident that the company had a serious safety non-compliances and not fully managed them for so long!

3 What can you do to prevent it?

To prevent improper delegation of safety-related decision-making, it is essential for the person who has the authority and accountability for safety to maintain their oversight and involvement in the safety process. To ensure this, some steps that can be taken are establishing clear and consistent safety policies, procedures, and standards which define the roles, responsibilities, and expectations of everyone involved in the safety process. Additionally, providing adequate training, coaching, and feedback to the person who receives the delegation is important to guarantee they have the necessary competence, knowledge, and resources to make safe decisions. Furthermore, it is beneficial to communicate effectively and frequently with the person who receives the delegation to monitor their progress, address any issues or concerns, and provide support and guidance when needed. Finally, evaluating and reviewing the outcomes and impacts of the delegation on a regular basis should be done in order to make adjustments or corrections as necessary.

Based on my role as incident investigator as well as various involvements in investigation causes of serious incidents (including fatalities) at workplaces, these are my suggestions: 1) Top bosses (The senior management) must be made aware of this unwanted situation and immediatly discuss to determine counter measures. 2) Make it crystal clear that the practice of improper delegation of safety matters is not accepted and will be severely punished accordingly. 3) Company should review the safety & health management system procedures for correct delegation. 4) Get external expert or safety professional to conduct high impact training to the senior management teams and the managers on this matters. 5) Get the Safety Committee to be active!

5 How can you improve your delegation skills?

Improving your delegation skills is not only beneficial for safety, but also for your productivity, efficiency, and leadership. Delegating tasks and responsibilities appropriately and effectively can help you optimize your time, resources, and talents, as well as empower and motivate your team members. To do this, you should assess your own strengths, weaknesses, and preferences to identify which tasks and responsibilities you can delegate. Additionally, you should assess the skills, abilities, and interests of your team members to match them with the tasks that suit them best. Moreover, it is important to set clear and realistic goals with expectations and deadlines for the tasks delegated. Furthermore, delegate authority and responsibility along with the tasks and allow some autonomy for creativity in how they are completed. Finally, provide regular feedback, recognition, and support to your team members and celebrate their achievements and contributions.
