Assessing risks is ineffective without clear information. As part of a strategic plan, every institution must develop a risk mitigation plan, which is established based on evidence and gathered information. This involves designing scenarios and determining the institution's actions for each scenario. It's crucial to identify and categorize risks, considering whether they are internal or external, direct or indirect, programmatic or support-related, and assessing their short and long-term impacts,..... Etc.

A comprehensive risk assessment provides the foundation for the adapting emergency management strategies.
