However, the common practice especially with enterprise systems is lift and shift into cloud without modernising workloads. This in turn creates technical debt, high cloud costs and unstable systems.

Very accurate. Configure everything about the infrastructure as code. This in itself could be a fall back plan as you can quickly spin up your entire infrastructure in the event that a DC goes down with delayed remediation.
