Power management can be seen from two perspective 1. Hardware: aspects like DVFS, Clock gating, power gating 2. Software: Scheduling on power efficient cores, power management control algorithmsm to use the underline Hardware correctly

Power management control algorithms in both hardware and software have various tuning knobs that can be used to optimize the performance of the workload or application depending on the use-case. It’s very important to characterize and understand the impact of these power management features on various performance use-cases

One of biggest challenges of power management in ARM is to - 1. enable power telemetry around SoC and platform that can monitor power information at very fine time granularity using hardware counters or using PMUs and relay that information into useful power/performance metrics for power characterization of the workload 2. Develop software tools that can help measure power at the OS level in the cloud environment 3. Characterizing power of an application running in cloud environment in the guest OS

Software tools can help by - 1. Providing more visibility into hardware and software interactions of the power management features via power telemetry through firmware 2. Characterize the worst case power consumption by pushing the thermal limits of the hardware by controlling the toggling rate 3. Fine tune the hardware and OS power management policies for optimized workload performance in the cloud environment

My experience with ARM devices shows a continuous push towards optimizing software and hardware for longer battery life. Heat Dissipation - Managing heat in compact ARM devices is a growing challenge. I've advised on projects where innovative cooling solutions were key.
